Preheat oven to 400°F (200°C).

Season pork chops with salt and black pepper on both sides.

In a bowl, mix together diced bacon, minced garlic, lemon zest, chili flakes and minced rosemary. Rub this mixture over pork chops, making sure they are evenly coated. Let them marinate for at least 10 minutes.

Heat vegetable oil in a skillet over medium-high heat. Sear pork chops for 2 to 3 minutes on each side until golden brown. Transfer to a baking sheet and bake in the preheated oven for about 20 to 25 minutes or until cooked through.

Meanwhile, prepare potatoes. In a saucepan, combine diced potatoes, salt, black pepper, chopped parsley, grated Parmesan cheese, garlic powder, onion powder, and olive oil. Pour in water and bring to a boil. Reduce heat and simmer until potatoes are tender and liquid has reduced, about 15 to 20 minutes.
