1. Rinse the rice under cold water until the water runs clear to remove excess starch.
2. In a medium saucepan, bring the broth to a boil. Add the rinsed rice, cover, and reduce the heat to low. Let it simmer for 18 minutes or until the liquid is absorbed and the rice is tender.
3. Remove the pot from the heat, and let it stand covered for 5 minutes, then fluff the rice with a fork.
4. While the rice is still warm, stir in the butter until melted.
5. Gradually add in the whole milk, stirring continuously until well incorporated.
6. Mix in the cheddar cheese, Parmesan cheese, salt, pepper, and paprika until the cheese has melted and created a creamy texture.
7. If desired, garnish with chopped fresh parsley before serving.

- For a more indulgent dish, mix in a dollop of cream cheese or sour cream with the milk for added creaminess.
- Add some cooked, diced chicken or ham to the rice just before adding the cheese to make it a complete meal.
