Preheat the Oven:
Preheat your oven to 400°F (200°C).
Cook the Beef:
In a large skillet over medium heat, cook the ground beef until no longer pink. Add the chopped onion and bell pepper and cook until softened, about 5 minutes. Drain any excess grease.
Make the Sloppy Joe Mixture:
To the skillet with the beef, add ketchup, mustard, brown sugar, garlic powder, salt, and pepper. Stir well to combine. Simmer the mixture for about 5 minutes until thickened.
Assemble the Casserole:
Spread the sloppy joe mixture evenly in the bottom of a 9×13 inch baking dish. Sprinkle with shredded cheddar cheese.
Arrange the frozen tater tots on top of the cheese, covering the entire surface.
Bake:
Place the casserole in the preheated oven and bake for 25-30 minutes, or until the tater tots are golden brown and crispy.
Serve:
Let the casserole cool for a few minutes before serving. This allows the sloppy joe mixture to set slightly, making it easier to serve.
