Preheat oven: Preheat oven to 400°F (200°C).
Cook ground beef: Brown ground beef and onion in a skillet over medium-high heat. Cook and stir until evenly browned and onion begins to soften. Drain grease.
Season beef mixture: Season with garlic, cumin, salt, and pepper. Stir in green chilies and refried beans until well blended. Remove from heat and keep warm.
Make sauce: In a saucepan, combine tomato sauce, no-bean chili, and enchilada sauce. Whisk together until well mixed. Cook over medium heat until heated through. Remove from heat and keep warm.
Assemble burritos:
Divide beef and bean mixture into 6 portions.
Place one burrito tortilla on a plate.
Place 1/6 of the beef mixture in the center of the tortilla.
Top with a little cheese and lettuce (if desired).
Fold in the left and right sides of the tortilla over the filling.
Fold in the top and bottom sides of the tortilla over the filling to create an envelope.
Repeat with remaining tortillas.
Arrange burritos: Place seam-side down in two greased 9×13 inch baking dishes.
Pour sauce: Pour the entire sauce over the burritos.
Top with cheese: Sprinkle remaining cheese evenly over the burritos.
Bake: Bake in preheated oven for 15-20 minutes, or until burritos are heated through and cheese is melted.
