In a large bowl, combine the flour and salt. Cut in the chilled butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
Gradually add ice water, 1 tablespoon at a time, mixing until the dough just begins to come together.
Shape the dough into a ball, wrap it in plastic wrap, and chill it in the refrigerator for at least 30 minutes.
Preheat your oven to 375°F (190°C).
Roll the dough out on a lightly floured surface into a 12-inch circle. Fit the dough into a 9-inch pie pan.
Trim any excess dough and crimp the edges.
Place a piece of parchment paper over the crust, and fill it with pie weights or dried beans.

2. Make the butterscotch filling:

Slowly add the milk, whisking constantly to combine.
Cook the mixture over medium heat, whisking constantly, until it begins to simmer and thicken, about 5-7 minutes.
In a small bowl, whisk the egg yolks. Gradually add 1/2 cup of the hot milk mixture into the egg yolks, stirring constantly to temper the eggs.
Slowly pour the egg mixture back into the saucepan with the rest of the milk mixture, whisking constantly.
Cook for another 2-3 minutes, continuing to whisk until the filling is thick and smooth.
Remove from heat and stir in the butter, vanilla extract, and dark rum (if using).
Pour the butterscotch filling into the cooled pie crust, smoothing the top with a spatula.
3. Prepare the whipped cream:
In a chilled mixing bowl, beat the heavy cream, powdered sugar, and vanilla extract together until stiff peaks form.
4. Assemble the pie:
Spoon the whipped cream on top of the cooled butterscotch filling.
Smooth it out evenly, and you can garnish with shaved chocolate, toffee bits, or extra caramel drizzle if desired.
5. Chill and serve:
Refrigerate the pie for at least 4 hours, or preferably overnight, to allow the filling to fully set.
