Preheat the Oven: Preheat your oven to 425°F (220°C).
Combine Ingredients: In a large baking dish, combine the frozen meatballs, uncooked penne pasta, marinara sauce, water, ricotta cheese, and half of the shredded mozzarella cheese. Mix everything together until well combined.
Season to Taste: Season the mixture with salt and pepper to suit your preference for flavor.
Cover and Bake: Cover the baking dish tightly with aluminum foil, and place it in the preheated oven.
Bake to Perfection: Bake the Dump and Bake Meatball Casserole for 35 minutes, or until the pasta is tender and cooked through.
Add Cheese Topping: Remove the foil, and sprinkle the remaining shredded mozzarella and grated Parmesan cheese over the top.
Broil for a Golden Finish: Turn the broiler on and broil the casserole for an additional 5 minutes, or until the cheese is melted and bubbly, and the top is golden brown.
Garnish and Serve: If desired, garnish the casserole with fresh basil leaves before serving.
