1-1/2 cups water
1-1/2 cups uncooked instant brown rice
1 tablespoon olive oil
1 medium green pepper, diced
1/2 cup chopped onion
1 teaspoon minced garlic
1 tablespoon chili powder
1 teaspoon ground cumin
1/8 teaspoon crushed red pepper flakes
1 can (15 ounces) black beans, rinsed and drained
10 flour tortillas (8 inches), warmed
1 cup salsa
Optional: Avocado slices or guacamole, lime wedges, vegan sour cream, additional salsa
