Peel the onions and cut them into 1/2-inch thick rings. Separate the rings and set aside.
In a shallow bowl, whisk together the all-purpose flour, plant-based milk, apple cider vinegar, garlic powder, paprika, salt, and black pepper until smooth. This will be your batter.
Place the panko breadcrumbs in another shallow bowl.
Dip each onion ring into the batter, coating it evenly, then dip it into the panko breadcrumbs, pressing gently to adhere the breadcrumbs to the onion ring. Repeat with the remaining onion rings.
Heat cooking oil in a deep fryer or large skillet to 375°F (190°C).
Carefully place a few onion rings into the hot oil, making sure not to overcrowd the pan. Fry in batches if necessary.
Fry the onion rings for 2-3 minutes on each side, or until they are golden brown and crispy.
Using a slotted spoon or tongs, remove the fried onion rings from the oil and transfer them to a paper towel-lined plate to drain any excess oil.
Repeat the frying process with the remaining onion rings.
Serve the vegan fried onion rings hot with your favorite dipping sauce, such as vegan ranch or ketchup.
